MINUTES of the Parish Council Meeting held in the School, Back Lane, Newburgh on Wednesday, 23rd June 2010 commencing at 7.30pm.

APOLOGIES were received from Cllrs. Mrs J. Citarella, holiday, C.D. Moore, holiday, A. Sunderland, family commitment and County Councillor D. Westley, prior engagement.

DECLARATION OF INTERESTS.
Cllr. Porter declared a personal and prejudicial interest in Agenda Item 7a in that his wife is included in the Schedule of Accounts for Payment in respect of village cleaning. He also declared a personal interest in Agenda Item 9 in that the planning applicant of 2, pine Close is a near neighbour.
Cllr. Mrs O’ Keefe declared a personal interest in Agenda Item 9 in that the planning applicant of Rotholme, Course Lane is a neighbour.

MINUTES of the Annual Parish Council Meeting held on 19th May 2010 were agreed and signed as a correct record.

SERVICES, AMENITIES AND ENVIRONMENTAL ISSUES.
List of Properties for Sale.
The updated statement is attached.
Prohibition of stopping on School entrance markings.
The Maharishi School, Cobbs Brow Lane is on the list and concern was expressed about the implications on parents parking and it was RESOLVED to suggest that Highways investigate the site.
Cobbs Brow Lane Play Area, Safety Inspection Report.
The Inspection Report, attached to the Agenda, was NOTED and it was RESOLVED to defer the decision on what action to take until the next Parish Council Meeting, due to the uncertain future of the site.
Progress on the future of the Cobbs Brow Lane Play Area.
Cook & Talbot, Solicitors, have examined the history statement of the site and the Leases concerned and it has been agreed that Lorraine Cook would informally discuss the matter with Standish Estates and the Borough Council to seek their views.
Christmas Tree provision.
Some Parish Councillors have already expressed their views by e-mail and it was RESOLVED to convene a special meeting to examine the matter in detail. However, it was clear that any decision made would not affect the arrangements for 2010.
In the light of this, it was RESOLVED to hold Carols on The Green on 16th December 2010, a date already put forward by the Vicar.

WORK PLAN UPDATE,
The updated Values and Visions Statements are attached.
An update report, attached to the Agenda, was NOTED.
It was RESOLVED to approve the employment of Mr Horrobin as the replacement Contractor for cutting the grass on the Back Lane Play Area.

ISSUES RAISED BY MEMBERS OF THE PUBLIC.
A complaint was made about overgrown hedges alongside the A5209 in an area under the control of Parbold Parish Council.
A discussion was also held on the use of mobility scooters on the highway and on the pavements. This appears to be a subject for seeking clarification at the next PACT Meeting.

FINANCE.
a) Accounts for Payment.
At this point, Cllr. Richardson took over the Chairmanship of the Meeting in view of the Chairman’s declaration of
Interests.
It was RESOLVED to pass for payment those accounts included in the Schedule attached.
Cllr. Porter then took over the Chairmanship of the Meeting.
It was RESOLVED to inscribe a bar on the Chain of Office with the details of Cllr. Mrs J. Citarella, Chair 2007-2010.

CORRESPONDENCE.
The Schedule of Correspondence, copy attached, was NOTED. The following were discussed: -
c) LALC. AGM, 6th November 2010 and submission of resolutions.
It was RESOLVED that Cllr. Porter would attend the AGM.
There were no suggestions for resolutions but, as the deadline for submission is not until September, Councillors
were asked to consider ideas and advise the Clerk accordingly.
d) Training Events.
Cllr. Porter agreed to attend the Chairmanship Workshop on 9th September 2010.

PLANNING.
New Applications.
2010/0461. 2, Pine Close, replace flags with permeable block paving.
2010/0564. The Retreat, 4, Cobbs Brow Lane, replacement hardwood double glazed windows.
It was RESOLVED to accept the Planning Working Group recommendation and not to submit any comment on the above applications due to the timing issues.
2010/0657. Rotholme, Course Lane, retention of porch and canopy to front and conservatory to rear.
It was RESOLVED to respond by “no comment” for this application.
There have been a number of applications received relating to the retention of building work already started or completed. It was RESOLVED to seek guidance from WLBC about the content of an item to be included in a future edition of Newburgh News regarding this matter.
Updates.
Round O Quarry.
Advice has been received that the planning application will not now be dealt with at the LCC Development Committee in July. The options now appear to be: -

This has now been investigated and WLBC has advised the landowner that a planning application is required.

Cllr. Mrs Gillard attended and a copy of her Report was distributed together with the Community Engagement Guide.
