MINUTES of the Special Parish Council Meeting held in the School, Back Lane, Newburgh on Wednesday,
19th January 2011 commencing at 7pm.

PRESENT. Cllr. R.E. Porter, Chairman.
Cllrs. Mrs C. Gillard, Mrs J. Citarella, C.D. Moore, Mrs J.M. O’ Keefe and A. Sunderland.
Mr B. Howard, Clerk of the Council.

001/11.
APOLOGIES were received from Cllr. Mrs Richardson, prior engagement and Cllr. Mrs Turner, unwell.

002/11.
DECLARATION OF INTERESTS.
No declarations were made.

003/11.
ROUND O QUARRY, COBBS BROW LANE, APPLICATIONS 8/10/0241 AND 8/09/1141 VARIATION OF CONDITIONS TO ALLOW CONTINUATION OF RESTORATION BY INERT WASTE UNTIL 31ST MARCH 2020 AND CONTINUE OPERATION OF AGGREGATE RECYCLING UNTILM 30TH SEPTEMBER 2019.
An update was provided.
The applications were deferred at the LCC Development Control Meeting on 17th November 2010 in order to allow further discussions with the applicant particularly regarding a routing agreement.
LCC Officers subsequently met Mainsprint, the result of which is the submission of, as they see it, a compromise. i.e.
1.  Maintaining the current level of HGV movements to and from the site from the south via the M58/M6 and Cobbs
     Brow Lane as follows: -

2. Restricting the number of HGVs that can travel to and from the site via Cobbs Brow Lane and the village of
    Newburgh, to join the A5209 and the M6 as follows: -

It was immediately noted that the figures of 200 and 100 quoted above are each weekday i.e. 1000 and 500 movements per week respectively.
The proposal will do nothing to reduce the impact on the village and in fact, the 100 HGVs per day are much higher than our own vehicle count and is, therefore, meaningless.
The options appear to be: -

There is no merit in further negotiations. LCC could refuse the application but Mainsprint could appeal.

The Meeting was adjourned to allow members of the public to speak.

Residents generally reiterated their concerns but supported the view that the proposal from Mainsprint did not address the issues raised by residents and agreed that we should continue to argue our case. Mrs Vickers, a resident on Cobbs Brow Lane presented some new photographic evidence of problems with Quarry HGVs passing her home and she was encouraged to send these to LCC as further evidence.

The Meeting was re-convened.

It was RESOLVED to continue to argue the case for no HGVs passing through Newburgh village and the outline of the Parish Council response to the Mainsprint communication was noted,  i.e.

A response to the Mainsprint proposals must reach LCC by 3rd February 2011 and it was RESOLVED that the final document would be presented to the Parish Council at the Meeting on 26th January 2011 for endorsement, not for discussion, as change would delay submission.
It is anticipated that the applications will be dealt with at the LCC Development Control Meeting on 16th February 2011

It was RESOLVED to again communicate with residents and continue to lobby those with influence to support our case.

It was noted that Borough Councillor Adrian Owens, a resident on Cobbs Brow Lane has already written to the Champion newspaper rejecting the Mainsprint proposals.

A reminder to Councillors that any enquiries from the Press must be referred to Cllr. Mrs Citarella so that a consistent response may be made.

The Chairman thanked the members of the public for their contributions to the Meeting and encouraged them to continue pressing our case with LCC.
