DECLARATION OF INTERESTS.
Cllr. Porter declared a personal interest in Agenda Item 7a in that his wife is included in the Schedule of Accounts for Payment in respect of village cleaning.

MINUTES of the Parish Council Meeting held on 25th November 2009 were agreed and signed as a correct record.

SERVICES, AMENITIES AND ENVIRONMENTAL ISSUES.
Carols on The Green, 17th December 2009.
Councillors were asked to support this annual event, which will commence at 7.15pm. It was agreed to examine the arrangements in respect of Christmas 2010.
It was RESOLVED to add two items for discussion..
Back Lane flooding and Heritage street lights.
L.C.C. advised that Back Lane would be closed between the junction with Sandy Lane and the junction with Deans Lane from 30th November 2009 for one week. However, on inspection, it was found that a collapsed culvert in a private garden causes the flooding. L.C.C. await the insurance response to the owner of the property.
Communications have passed between a number of departments regarding the non-provision of Heritage lanterns on the Back Lane Conservation Area light standards. Advice has now been received from the L.C.C. Lighting Engineer that the replacement of 14 lanterns with new brackets and column embellishment kits, would cost £13000. The lanterns would also result in more light pollution on the surrounding area and properties. In view of the circumstances and the current economic situation, it was RESOLVED not to press for the replacement of the lanterns.
Claim for Definitive Map Modification, Footpath 33 & 40 to 39 & 34.
The claim was accepted for examination by L.C.C. on 6th November 2008 and in accordance with the procedure prescribed in the Act, the determination date for the claim was fixed at 30th October 2009. Enquiries have revealed that L.C.C. are not in a position to reach a decision due to the lack of response from their own Environmental Directorate.
It was RESOLVED to write to L.C.C. expressing our disquiet at the lack of a decision being made in the timescale set by themselves.

FINANCE.
a) Accounts for Payment.
It was RESOLVED to pass for payment those Accounts included in the Schedule attached.
b) Finance Committee.
It was RESOLVED to re-convene the Finance Committee on 6th January 2010 in order to construct the 2010/11
budget and precept for discussion at the 27th January 2010 Parish Council Meeting.
c) Capital Funding 2010/11.
There being no particular project requiring funding, it was RESOLVED not to submit a bid for 2010/11 under the
Borough Council’s Capital Funding Scheme.

PLANNING.
Applications.
2009/1141. Round O Quarry, variation to allow recycling to continue.
It is understood that the L.C.C. Development Committee will deal with the application on 27th January 2010 but the Parish Council will make their presentation to the Committee on 25th January 2010. An outline of this presentation was NOTED.
2009/0701. Farm Shop, Course Lane, proposed development.
It is understood that the Borough Planning Committee has now had a site visit and the application will be discussed at Committee on 10th December 2009, at which the Chair will speak on behalf of the Parish Council.
Proposed Nuclear Power Station, Heysham.
It was RESOLVED not to respond as it was considered not possible for the Parish Council to make coherent observations on behalf of the community. However, Councillors were at liberty to respond as individuals.

26th November 2009, Code of Conduct Workshop.
Cllr. Porter attended. A Training Pack has been distributed to each Councillor who was unable to attend the Workshop.

MEETING DATES FOR 2010.
It was RESOLVED to hold Parish Council Meetings at 7.30pm on the following dates: -
27th January.

28th April.
It was suggested that the Annual Parish Meeting should be held on 28th April but the decision was deferred for further discussion.
The May and June dates to be agreed when the date of the General Election is known./
