MINUTES of the Parish Council Meeting held in the School, Back Lane, Newburgh on Wednesday, 25th April 2010 commencing at 7.15pm immediately following the Annual Parish Meeting.

DECLARATION OF INTERESTS.
Cllr. Sunderland declared an interest in Agenda Item 9, Planning, in that Application 2010/0295 relates to a close neighbour.

MINUTES of the Parish Council meeting held on 24th March 2010 were agreed and signed as a correct record.

SERVICES, AMENITIES AND ENVIRONMENTAL ISSUES.
List of Properties for Sale.
The updated list is attached.
Parish Council Election.
This is an uncontested election with seven nominations received for the eight vacant seats. At the Annual Council Meeting, which must be held within fourteen days of the 6th May Election date, co-option to the Council can be made without the need for additional advertising.
Damage Report.
The window of the Ash Brow bus shelter has again been vandalised but has now been made safe. It was RESOLVED not to replace the window at present but to monitor the situation and, if any public adverse reaction is received, then reconsider the position.
A stone at the entrance to the new Play Area on Back Lane has been damaged and now removed from the site. Yates Playgrounds have been asked to undertake the repair as soon as possible.
A complaint has been received from a resident living opposite the Play Area about youths playing football and the noise created by them but it would appear this disturbance is from the play facilities, which are owned by the School.
This problem will be discussed with the School Governors including the provision of signing indicating ownership.
Any inappropriate use of the Council owned play facilities will be monitored and before any action is taken, careful consideration will be given about how to deal with any problems.
Area Committee Meeting, 29th April 2010.
The Agenda for this Meeting appears to suggest that the event will be more satisfactory than usual. Cllr. Mrs Citarella agreed to attend and report back her views.
Wildlife Conference, 22nd May 2010.
The details of this Conference were noted.
Lathom South P.C. concern over additional leachate from White Moss Tip to Hoscar WWTW.
The Meeting was adjourned to allow Borough Councillor Pope to comment in his capacity as a Lathom Parish Councillor. He confirmed that Hoscar WWTW is located in the Lathom Parish Council area and they have responded to Lathom South P.C. indicating that United Utilities were aware of the future demand from White Moss Tip and were well capable of dealing with this.
On re-convening the Meeting, it was RESOLVED to respond in a similar vein.
It was RESOLVED to allow discussion on the following urgent matter although not on the Agenda.
Leeds Liverpool Canal.
A resident living close to the Canal has complained strongly about British Waterways erecting wooden bollards on the edge of the canal north bank in the Lathom direction off Back Lane. The complainant said that these are unsightly and subject to vandalism.
It was RESOLVED to write to British Waterways requesting their comments.

WORK PLAN UPDATE.
The updated Values and Visions Statements are attached. The following were discussed: -
Community Engagement.
A meeting will be arranged to progress a number of items under this heading.
Neighbourhood Watch.
A discussion took place with Dianne Waters nee Hignett, on the future of the Scheme. It was made clear to her that the Parish Council role was to support the scheme only

WORK PLAN UPDATE (continued).
Website.
Councillors were asked to carefully examine the website content relating to their allocated responsibility and provide details of any necessary amendments. It was agreed that inclusion of the Local Food Directory would be worthwhile and the practicality of this will be examined.
Best Kept Garden Competition.
Cllr. Mrs Turner agreed to again progress this project and will now contact the judges to make arrangements for their inspection.
Demographic Profile.
The analysis has been distributed to Councillors who have been asked to consider the contents in readiness for the Meeting arranged in the Red Lion Hotel on 21st May 2010.
Lancashire County Council Sponsored Community Engagement Conference on 22nd May 2010.
Cllr. Mrs Gillard agreed to attend.
Claimed Public Footpath No 33 & 40 to 39 & 34.
Advice has been received that this claim will be discussed at the L.C.C. Regulatory Committee on 12th May 2010.
Bus Services Promotional Leaflet.
The draft leaflet was approved, subject to minor changes. L.C.C. will fund the production of the leaflet and it was RESOLVED to undertake the usual distribution throughout the village.
PACT Meetings.
Cllr. Sunderland and Community Beat Officer Steve Hackney have discussed the format of the PACT Meetings and ideas for improvement. It was agreed that some changes are necessary if these Meetings are to be worthwhile.
PC Hackney agreed to consider the matter including the terms of reference of these meetings.

ISSUES RAISED BY MEMBERS OF THE PUBLIC.
The Meeting was adjourned to allow members of the public to raise issues of concern.
Borough Councillor Pope referred to the previous discussion about relationships with the Police and indicated that the Lathom Community Beat Officer attended the last Lathom Parish Council Meeting, which provided an excellent opportunity to discuss local issues.
He had investigated the suggestion raised at the last Newburgh Parish Council Meeting that the cricket nets at King George V Playing Field were being constructed on a more permanent basis and therefore, may require planning permission. Cllr. Pope indicated that this does not appear to be the case.
Regarding speeding traffic through the village and HGVs to and from Round O Quarry, he suggested that traffic survey findings be requested. These would be particularly helpful in the Round O Quarry planning issues.
The Meeting was re-convened.

FINANCE.
a) Accounts for Payment.
It was RESOLVED to pass for payment those Accounts included in the Schedule attached.
b) Budget/Expenditure Statement year ended 31st March 2010.
The Statement, copy attached, was NOTED.
c) Bowland Pennine Mountain Rescue Team.
The request for financial support was declined as this organisation did not meet the criteria adopted by the Parish
Council.

CORRESPONDENCE.
The Schedule, copy attached, was NOTED.

PLANNING.
New Applications.
2010/0267. 11, Clovelly Drive, retention of replacement detached garage.
2010/0295. Spencers Cottage, Back Lane, part two storey, part single storey rear extension.
It was RESOLVED to endorse the Planning Working Group recommendations to make no comment on the above applications.
However, attention was drawn to the lack of public advice in connection with application 2010/0295.
Updates.
At this point Cllr. Mrs O’ Keefe declared a personal interest in the Farm Shop proposal as she resides close to the site.
Farm Shop development, Course Lane.
The applicant has now lodged an appeal against the Borough Council refusal of this application. It was RESOLVED that the Planning Working Group would examine the situation and decide how to again engage with the original complainants and determine what further representation the Parish Council should make.

E/2009/0282/UF. 1, Woodrow Drive, alleged breach of Planning Control. Erection of boundary fence and concrete pillars over 1m high.
It was noted that the Borough Council has now issued an Enforcement Notice.
Round O Quarry proposed extension to 2020.
Advice has been received that L.C.C. are arranging for this application to be dealt with by their Development Control Committee on 9th June 2010. A request for the Committee to undertake a site visit has been made bit a date has not yet been fixed.
The above arrangements are subject to receiving confirmation from L.C.C.
