MINUTES of the Special Parish Council Meeting held in the School, Back Lane, Newburgh on Thursday, 25th November 2010 commencing at 7pm.

APOLOGIES were received from Cllr. Mrs Citarella, prior commitment.

DECLARATION OF INTERESTS.
Cllr. Porter declared a personal and prejudicial interest in Agenda Item 4a in that his wife is included in the Schedule of Accounts for payment in respect of village cleaning.
Cllr. Mrs O’ Keefe declared a personal and prejudicial interest in Agenda Item 5, Planning Applications, in that she is a near neighbour of the Farm Shop, Course Lane.

CANCELLED PARISH COUNCIL MEETING ON 24TH NOVEMBER 2010.
Newburgh experienced a complete failure of electrical power on this evening, therefore, it was impossible to convene the Meeting in the School, Back Lane. There was no lighting or heating and there was concern that entry into the School would activate the alarm.
All Councillors being present, the Chairman proposed and it was agreed to convene a Special Parish Council Meeting the following evening, 25th November 2010 to deal with urgent matters. All other items to be deferred until the next scheduled Parish Council Meeting on 8th December 2010.

FINANCE.
a) Accounts for Payment.
The Chairman, having declared a personal and prejudicial interest left the Chamber at this point, the item being
handed over to Cllr. Mrs Richardson.
It was RESOLVED to pass for payment those accounts included in the Schedule attached.
b) Budget/Expenditure Statement to end of October 2010.
Cllr. Porter resumed the Chairmanship.
The Statement, copy attached, was noted.
c) Projected financial position year ending 31st March 2011.
The Statement, copy attached, was noted. A number of issues were discussed: -

PLANNING.
New Applications.
2010/1201/COU. Lawrensons Farm, Tears Lane, alterations to disused barn into dwelling.
Due to time constraints the following response has already been submitted to WLBC: -
“We welcome a proposal to rescue a significant building. We trust that the re-submitted design fulfils the necessary criteria to reflect the historic nature and the previous function of the barn.”
It was RESOLVED to accept the above submission recommended by the Planning Working Group.
2010/1215/COU. Farm Shop, Course Lane, change of use to B1 and/or B8, re-submitted.
Cllr. Mrs O’ Keefe having declared a personal and prejudicial interest left the Chamber at this point.
It was RESOLVED to submit the response as per copy attached.
Update.
Round O Quarry, application to extend working until 2020.
A summary of the recent progress is attached and will form the basis of a Newburgh News Special.
It was RESOLVED to delegate the following to the Planning Working Group: -
