DECLARATION OF INTERESTS.
Cllr. Porter declared a personal interest in Agenda Item 8a in that his wife is included in the Schedule of Accounts for Payment in respect of village cleaning.

MINUTES of the Parish Council Meeting held on 25th June 2008 were agreed and signed as a correct record.
70/08.
SERVICES, AMENITIES AND ENVIRONMENTAL ISSUES.
Newburgh Footpaths.
Evidence is now being collected demonstrating the use of the blocked footpath over many years with a view to submitting a case to Lancashire County Council in the next few weeks. Dalton Parish Council has indicated their support and has promised to provide some evidence from their local residents.
Vacancy for a Councillor.
Mrs Jean O’ Keefe, Quarry View, Course Lane has expressed her interest in joining the Parish Council. It was RESOLVED to co-opt Mrs O’ Keefe as a Parish Councillor to serve until the end of the current term of office until
May 2010.
Welcome Pack Update.

A5209 Closure between Higher Lane and Lancaster Lane.
Two meetings have been held between businesses affected by the closure and representatives of L.C.C., W.L.D.C. and Newburgh P.C. Whilst the closure is advertised as being of a five-week duration, it is hoped that the work will be completed in three weeks.
The necessary changes to the local bus services have been advertised and a list of these will be placed in the Notice Board and the Post Office.
We have now been advised that the County is also taking the opportunity to resurface the carriageway on Ash Brow. So that this work can be carried out, Ash Brow will also be closed from the junction of Cobbs Brow Lane to Higher Lane from Sunday, 3rd August for one week.
At the recent Lancashire Local Meeting, it was indicated that further highway work is scheduled, which will have an effect on Newburgh. In light of the poor communication system recently experienced in connection with the closure of Cobbs Brow Lane and the A5209, it was RESOLVED to invite a Senior Officer from L.C.C. to attend the Parish Council Meeting scheduled for 24th September 2008 in order to discuss ways of improving early communication arrangements. It would appear that Mr Ian Hornby, Area Manager South, was the appropriate Officer to invite.
LALC. AGM, 1st November 2008.
It was RESOLVED to submit a resolution in connection with communication Improvements on planned road works and also one expressing concern over the removal of products for sale at local Post Offices rendering them difficult to remain viable.
PACT Meetings.
Councillors had attended local PACT meetings, which demonstrated support for our local Police. This was considered worthwhile and much appreciated by PC Hackney. It was noted that crime in Newburgh remained very low.
The new dates were noted and it was agreed that councillors would attend meetings arranged for 4th November 2008, 1900 to 2100hrs and 3rd January 2009, 1000 to 1200hrs, both to be held in the Newburgh Tea-room. Councillors to advise the Clerk which meeting they will attend.
Lancashire Waste Management Strategy.
It was agreed that a Parish Council response to the consultation was not appropriate and Councillors will respond individually, if they want to do so.
On an allied subject, an e-mail has been received from Lathom South Parish Council indicating that they wish to be involved in any future Round O Quarry Liaison Meetings. Looking into the site, it would appear that the Quarry is getting full and is on target for restoration in 2010. In view of this, it was RESOLVED to ask L.C.C. to re-convene the Liaison Meeting in the autumn.

PARISH PLAN.
New Play Area.
A meeting has been held on 22nd July 2008 with the Parish Council’s Solicitor to review the Lease and Licence. Amendments were agreed and these will be sent to the Church Solicitor for consideration. A number of items in the Lease were considered to be detail and best dealt with by the Management Committee, which is already in place. The Licence contains detail best considered by our Contractor and a copy of this will be sent to Ian Yates for examination.
Once agreement has been reached, a copy of the lease will be forwarded to Funders for their comments, particularly the main contributor, Lancashire Environmental Fund.
Yates Playgrounds is preparing a revised estimate based on current price levels and then on receipt, the financial position will require careful re-examination.
It was RESOLVED that the team of Cllrs. Moore, Porter, Mrs Citarella and the Clerk be given the necessary authority to progress the project during the summer recess.
SPID.
Four volunteers from Newburgh have come forward to evaluate the traffic data produced by the SPID. The first two residents to volunteer have been contacted and they have agreed to examine the implications of undertaking the project. The other two have received an acknowledgement and thanks. Ian Yates, the Contractor responsible for handling the SPID, will be visited to determine the first step in retrieving the data.

ISSUES RAISED BY MEMBERS OF THE PUBLIC.
The Chair welcomed the new Vicar of Christ Church, Rev. Graham Milford.
District Councillor Pope said that he supported the Parish Council concerns over the shortcomings in communication regarding the recent road traffic closures. He also stated his interest in being involved in any re-convened Liaison Meeting with the Management of Round O Quarry.

The Schedule of Correspondence, copy attached, was NOTED and the following was discussed: -

It was RESOLVED that Cllr. Mrs Citarella would attend.

FINANCE,
a) Accounts for Payment.
It was RESOLVED to pass for payment those Accounts included in the Schedule attached.
b) Financial Statement.
The financial position to the end of June 2008, statement attached, was NOTED.

PLANNING.
District Councillor Pope left the meeting prior to the discussion on planning issues.
Application 2008/0559. 7, Clovelly Drive, dormer extension to front and rear, detached garage and open porch to side.
It was RESOLVED to make no objection to this application.
76/08.
REPORTS.
Hoscar WWTW visit, 26th June 2008.
The visit was considered to be well worthwhile and the developments on the site were most impressive.
Lancashire Local, 9th July 2008.
Cllr. Porter attended and his written report was noted.
West Lancashire Area Committee, 17th July 2008.
The Parish Council was not represented at the meeting but a prior discussion took place with the Hon. Secretary about ways of making Area Committee more attractive and appropriate to Local Councils.

AUGUST RECESS.
It was RESOLVED to authorise the Chair and Clerk to progress Accounts for Payment and deal with any matters of urgency during the recess.
