NEWBURGH NEWS. November 2008.
Dear Resident,
I am pleased to report that, at the end of October, we had a useful meeting with representatives of Lancashire County Council Highways Department. They confirmed that re-surfacing of the A5209 through the village will start on 12th January 2009. Please see the inside page for details about the arrangements. Inevitably, there will be some disruption during the works but I believe that by continuing to liaise closely with LCC, the Parish Council can help to minimise this.
Looking forward to the festive season, I hope as many of you as possible can join us for Carols on The Green with the Coppull and Standish Brass Band starting at 7.15 on 11th December. This is always a most enjoyable event and the more voices raised in song the better!

Parish Council Meetings.
The last Meeting of 2008 will be held on 10th December at 7.30pm in the School, Back Lane. We will then agree dates for 2009, which will be placed on our website.
Residents are welcome to attend.
Freedom of Information Act.
The Parish Council is required to adopt a new Publication Scheme in connection with the above Act. This will be discussed at our Meeting on 10th December following which details will be available for public inspection.
Public Footpaths.
You will recall that in our October Newsletter, you were advised that a submission had been made under the Wildlife and Countryside Act 1981 for the blocked portion of the Bluebell Wood walk to be included on the Definitive Map and Statement of Public Rights of Way. Lancashire County Council has acknowledged our submission and advised that a decision will be taken in October next year.
Carols on The Green.
This will be held on 11th December at 7.15pm. The carols will be played by Coppull and Standish Brass Band and our new Vicar, Rev. Graham Milford will take the Service.
Come along but wrap up warm and bring a torch with you. If the weather is wet, the Service will be transferred to Christ Church.
Complimentary tea and coffee will be available after the Service at the Red Lion Hotel, courtesy Melanie & Chris.

A5209 Road Closure.
We are advised that Lancashire County Council plan to undertake further resurfacing work on the A5209 Course Lane through Newburgh. The road will need to be closed from Cobbs Brow Lane to the Tawd Bridge for a six-week period from 12th January 2009. During this time, the Tabbys Nook one-way system between Woodrow Drive and Course Lane will be temporarily suspended.
Unfortunately, this will once again require traffic to be diverted. Careful consideration has been given to all the alternative routes available to traffic in the area and on the basis of road safety, it has again been decided to use the northerly route that was employed for the last closure. This route will be from the A5209 in Parbold, along the B5246 Lancaster Lane, Parbold and Chorley Road/Robin Lane, Hilldale, down Mains Lane/Hoscar Moss Road/Ring O Bells Lane and back on to the A5209.
Having learned a considerable amount from the previous diversion, the County will be increasing the signing and traffic management along this route to ensure that as little disruption as possible is caused to all those concerned. Signing will include information that businesses are open as usual.
Temporary traffic lights will again be used at Robin Lane and Wanes Blade bridge and this time, consideration is being given to placing lights at the junction of Ring O Bells and the A5209.
If any resident is concerned that Welfare services, such as Home Care, may find it difficult to reach them during the disruption, please give our Clerk details of the problem so that a solution can be sought from the County Council.
We have not yet been informed about bus service changes but, as Cobbs Brow Lane will remain open, it would seem that the Parbold – Skelmersdale service should run normally. However, changes will be required to the Parbold – Ormskirk service and we await details.
Welcome Pack.
The Parish Council provides new residents with a Pack containing information about Newburgh. We rely on evidence that new people have arrived by seeing Sold or Let on the advertising boards but frequently, this does not happen.
If you are a new resident and haven’t yet received a Welcome Pack, please contact the Clerk and one will be delivered to your home.
Sports Club News.
Don’t forget that anyone can join Newburgh Sports Club as a social member – you don’t have to be a game player. The Clubhouse with bar is open every evening from 8pm except Mondays. We have Sky Sports and Setanta for live football matches, plus regular entertainment evenings. Ring us on 01257 463715 for information. You can also hire the Club for private events – contact Ann Menarry on 07866 225854.
Finally, most people who bring their dogs for exercise on the field are careful to clean up. For the few who don’t, please be responsible!

A warm welcome to all who would like to join us in our Services also those new to the village or visiting us.
There are a great bunch of children and young folk who come to our young peoples’ groups. They meet most Sundays at the 10.30am Service then go down to the School for their own sessions. J.A.M. (Jesus and Me), Pathfinders and Trail Blazers cater for tots to teens.
Our young mums C.H.A.T. group meet at 9.15am on Thursdays during term time in the Church vestry, why not drop in after you have taken the children to School?
The Mothers’ Union meet on the 2nd Wednesday of the month at 2.30pm in Church. They have various speakers, a cuppa and a chat.

Business News.
After a successful first year, Hair by Rachael now has an additional stylist, Louise, trained by the Andrew Collinge Academy. There is an offer of 10% off all bookings with Louise for Newburgh residents until 31st January 2009.
If you are short of space over the Christmas period, the Red Lion Hotel is offering all rooms at £30 per night 19 December 2008 - 4 January 2009.
Christmas trees, winter pansies and primroses are for sale at Cobbs Brow Nurseries.
Christmas trees will also be sold at Clayton’s Farm Shop in December under seasonal new management.
The Village Store will shortly be selling our own label chutney, pickles gourmet sauces and preserves. We would like to wish everybody a Merry Christmas and Happy New Year.

Newburgh Fair.
This year’s Fair was again very successful. We made £2000 and donations to the chosen charities, Rainbow House and the British Motorcycle Federation, will shortly be on their way.
Saturday, 13th June is the date for 2009, the theme being “The Circus”. More details in the New Year but in the meantime, we have a request.
We want to feature some adults’ memories of previous Fairs to set alongside the children’s memories in last year’s programme. If you would like to take part, please contact Hazel Flight on 01257 463239 or send your contributions to 17, Tabbys Nook.
The marquee will be available for use during the Fair week apart from the usual events, so if you would like to book it please contact Hazel.
The Committee is well supported but we always welcome offers of help, particularly on Fair day itself. Contact Hazel if you can spare some time to make sure that next year’s Fair is again successful.
Newburgh Cubs and Scouts.
There are many boys locally between the ages of 8 and 14 who enjoy being a cub or a scout but the activities and opportunities that we offer is limited by a shortage of co-ordinators and supervisors. The Beavers no longer exist but we hope this is temporary.

Operation Christmas Child.
Thanks to everyone who provided shoeboxes with gifts for children in the developing world. Over 70 boxes have now been dispatched, many from children from Newburgh School.
